Il commercio clandestino degli alcolici, sua principale attività, è per lui una fonte di guadagno enorme e, per mantenerne l'esclusiva, egli non solo usa ogni sorta di violenze, ma si serve della corruzione su vasta scala, che gli consente di avere complici e spie perfino fra le autorità cittadine e la stessa polizia. Eliot Ness, un giovane agente del Dipartimento del tesoro, viene incaricato di stroncare la sua illecita attività.
